EOLIA, Ky.—On a windy January afternoon in Appalachia, a school bus swiped a coal truck coming around a bend, tumbling 30 feet down an embankment and coming to rest in a shallow creek. Of the 22 students and one adult taken to the hospital, the most severely injured was 6-year-old Gunner, whose cheek was sliced along the bone to the ear, requiring a four-hour surgery. A few weeks later, Gunner and his first-grade classmates filed into the gym of Arlie Boggs Elementary School to hear from their governor.
