Phil Tilly
Biography
Phil Tilly graduated from the University of Kentucky with a bachelor’s degree in communication, and he received his commission as an armor officer in the US Army in 1982. He earned two master’s degrees in military arts and science degrees while attending the Army’s Command and General Staff College and School of Advanced Military Studies. He served as an Operations, Training and Plans officer at all levels of command, both overseas and CONUS, and he was in the 1st Cavalry Division during Desert Shield/Desert Storm. He served in Western Germany, Chile, Denmark, Netherlands, Egypt, Iraq, Kuwait, Canada, Korea and Slovenia.
Since retiring from active duty, Tilly has served in the U.S. Army Corps of Engineer as the division executive officer and as a program manager for the Great Lakes and Ohio River Division. Phil supported FEMA’s mission in Puerto Rico as the chief of operations in Task Force Power Restoration, helping restore the electrical grid after Hurricane Maria devastated the island in 2017.
He is a member of Officers’ Christian Fellowship (OCF). He co-sponsors the Society of American Military Engineers student chapter at the University of Cincinnati. He is on the executive committee of the Cincinnati USO and volunteers in several other organizations.
